If North Bay council wants to change shifts in the water and sewer department, it will have to wait for contract talks with the city. That’s the assessment from councillor Daryl Vallaincourt as staff wrestled with ways to reduce overtime in the department.  Many of the staff overtime suggestions, like going to a night shift, trigger higher pay in the collective agreement.  The current city contract with CUPE expires at the end of next year.  For this year engineering and works is recommending a water and sewer operating budget of $20.3 million.
