It turns out one of those tampered chocolate bars collected in North Bay on Halloween wasn’t tampered at all. The white substance that was found on one of the bars was actually sugar. However, two other chocolate bars were turned into police with metal blades inside. North Bay Police are still unaware who tampered with them.
