Issues identified as municipality revises its no smoking bylaw

Some West Nipissing councillors have concerns over how the Smoke-Free Ontario Act affects non-smokers and how little they can do about it.

For example, if some people smoke cannabis in a multi-residential building and the smell makes its way down the hallway and into another unit, there’s little the non-smoker can do about that.

The North Bay Parry Sound District Health Unit says about the only way to fix this is for the landlord to ban all smoking in future leases.

But current users are grandfathered into the present lease, meaning they can continue smoking, vaping or using cannabis.

There’s also an unintended consequence of people breathing in cannabis as a result of second-hand smoke.

The health unit says non-users exposed to cannabis can show traces of the drug in their body if they’re randomly tested.

This could create an issue for a non-cannabis user exposed to the drug second hand and then one day goes through a workplace random drug test.
